Mare Nostrum concept


The concept of the MareNostrum communication platform was launched by MGI in 2005 during the IMTM (Mediterranean Institute of Maritime Transports) symposium in Barcelona.

The MareNostrum communication platform serves the ports and airports in the Mediterranean area, a border zone with Africa, Asia and Europe.

Shipping and air times are short which seems to be becoming antinomic with requirements linked to information exchanges regarding security matters and the need for the smooth transit of goods through ports and airports.

The objective of Mare Nostrum


The objective of the platform is to encourage and facilitate computerized data exchanges between port and airport public and private players in order to:
  • Reinforce security and trace goods.
  • Anticipate and manage the administrative and customs processing of shipped goods before their arrival in the port or airport of call.

Information exchanged


First of all, the information required to anticipate goods management is:
  • The information for the ICS (Import Control System) security declaration.
  • The cargo manifest that lists all goods actually loaded on board.

The role of the Platform


The MareNostrum communication platform is a system which centralises information flows from different applications.The platform will act as an “electronic hub”, converting, transcoding and sending data according to the trade processes that link the port and airport community players.

The platform will be in charge of implementing the interface between the information systems of each port and airport, routing flows and data processing. Indeed, each system may have its own specific data format.

The platform will also enable the chronological archiving of exchange flows.

First Tests


The pilot project was set up in 2006 between the ports of Marseilles-Fos and Tunis-Rades, with information exchange tests carried out on three documents: the cargo manifest, the security declaration and the dangerous goods manifest.From 2007, the same tests were implemented between the ports of Marseilles-Fos and Algiers.
The pilot project demonstrated the feasibility of such a project on a technical as well as a functional level.

Concept exportation


The creation of such a communication platform can be implemented on any geographical or logistic area that involves a short transit time for goods that have to go through a Customs zone.
